SEC Commissioner Hester Peirce said that managing crypto assets on-chain does not automatically exclude them from the scope of federal securities laws.

According to PANews, Peirce explained that if a specific individual or team determines staking, lending allocations, interest rates, permitted assets, loan-to-value ratios (LTV), liquidation criteria, and related parameters in crypto vaults and lending strategies using smart contracts, such arrangements could be viewed as a common enterprise, an investment company, or a security-like debt instrument.

She added that relevant operators should assess whether they fall under regulatory requirements such as securities issuance or investment advisory rules, and should communicate with the SEC to explore compliance measures.

U.S. authorities have reviewed on a case-by-case basis whether crypto products and DeFi operating structures fall under securities laws.

Cardano wallet SecondFi loses 16.1M ADA in theft, plans to shut down wallet service

Cardano ecosystem wallet SecondFi said about 16.1 million ADA was stolen due to an encryption flaw in its wallet software. The loss is valued at about $2.6 million, and the company plans to gradually shut down both the SecondFi and Yoroi wallet services.

According to Odaily, 374 wallets were affected. SecondFi said an independent investigation by blockchain intelligence firm Groom Lake found that the attacker appeared to be a sophisticated external actor, and indicators linked to North Korea’s Lazarus Group were identified, though the ultimate attribution has not been confirmed.

SecondFi is developing a zero-knowledge-proof-based recovery tool to help affected users restore assets. The tool is currently in testing and will undergo a third-party audit before its planned release in August.

SecondFi is also preparing a wallet export function so users can transfer assets to other services. However, it did not disclose any direct compensation plan or whether it will commit its own funds.

Coinbase is pursuing the creation of an integrated exchange in Canada for cryptocurrencies, tokenized stocks, and prediction markets.

PANews, citing Bitcoin Magazine, reported on the 22nd that Eric Richmond, managing director of Coinbase Canada, shared the plan.
