Vietnam announces administrative penalty rules for cryptocurrency-related violations

On July 16, Vietnam promulgated Decree 284/2026/NĐ-CP, which sets out administrative penalties for cryptocurrency-related violations. The new rules are intended to provide an enforcement basis for a locally compliant cryptocurrency market and will take effect on September 1.

Under the regulation, individuals trading cryptocurrencies on unqualified platforms may face fines of up to 50 million VND, or about $1,900. Issuing crypto assets without authorization or seriously violating anti-money laundering rules may result in fines of up to 200 million VND, or about $7,700.

Vietnamese regulators may also order suspension of violating businesses, revoke business licenses, and confiscate related assets. Earlier this year in January, Vietnam allowed applications for cryptocurrency exchange licenses, and the country's deputy finance minister said the first legal crypto businesses are expected to begin operating in the third quarter.

The Financial Action Task Force (FATF) said 83% of surveyed jurisdictions are advancing virtual asset regulation and implementation of the Travel Rule.

According to Odaily, FATF said in its seventh update on implementation of standards for virtual assets and virtual asset service providers (VASPs) that another 11 jurisdictions are also working on related measures.

FATF said countries should continue strengthening supervision, licensing, and registration frameworks for VASPs to reduce regulatory gaps that could be exploited for illicit activity.

The report also mentioned the challenges of supervising overseas VASPs and cases of stablecoin misuse. It included an example of a money-laundering hub in Cambodia issuing a stablecoin advertised as being resistant to asset freezes.

BitMine's crypto holdings include 5,777,468 ETH and 207 BTC. It also holds $58 million worth of shares in Eighthco Holdings and $180 million worth of shares in Beast Industries.

The company said 4,917,189 ETH are currently staked. Based on a price of $1,879 per ETH, that amounts to about $9.2 billion.

SoSoValue: Spot Bitcoin ETFs recorded total net inflows of $75.67 million last week

According to SoSoValue, spot Bitcoin ETFs recorded total net inflows of $75.67 million from July 13 to 17, U.S. Eastern Time.

The product with the largest weekly net inflow was BlackRock's IBIT, which attracted $204 million. IBIT's cumulative net inflow reached $60.49 billion.

Grayscale Bitcoin Mini Trust BTC recorded net inflows of $69.988 million, bringing its cumulative net inflow to $2.56 billion.

Meanwhile, Fidelity's FBTC saw the largest outflow last week, with net outflows of $181 million. FBTC's cumulative net inflow stands at $9.97 billion.

According to PANews, Darkfost said this trend reflects a lack of liquidity in the Bitcoin market, with limited new demand coming in while investors are withdrawing stablecoins from exchanges or exiting the market.

He said Binance's stablecoin reserves declined by $1.55 billion over the past 30 days, while Bybit saw $786 million leave the platform.

Darkfost added that shrinking exchange stablecoin balances reflect weakening demand and liquidity, and that bearish market sentiment continues to limit the capital inflows needed for Bitcoin to break out of its trading range.

SlowMist warns of malicious TRAE IDE extension 'juannegro.solidity'

SlowMist warned that a malicious TRAE IDE extension called 'juannegro.solidity' is posing as a Solidity plugin to distribute cross-platform malware.

According to Odaily, the extension automatically activates after the IDE launches to establish persistence, and updates its C2 configuration and payload through information stored on Ethereum smart contracts. This allows attackers to change C2 endpoints without republishing the extension.

The extension has been removed from Open VSX, but as of July 18 it was still reportedly accessible on the TRAE marketplace. Users who have already installed it should delete it immediately and check their systems for compromise.
