Kazakhstan Approves Strategic Digital Mining Rules, to Use Assets for National Crypto Reserve

According to Wu Blockchain, Kazakhstan approved the "Rules for the Implementation of Strategic Digital Mining" on July 18, 2026.

Under the rules, strategic digital mining companies will be eligible to receive electricity allocations based on the capped price for power producers, and must transfer a portion of mined digital assets to the Astana Hub.

These assets will be managed by a state-owned investment company under the National Bank of Kazakhstan and used for the national strategic cryptocurrency reserve. The reserve may invest in digital assets, derivatives based on digital assets, and equity stakes in related companies.

The regulation will take effect 10 days after its official publication.

Anthony Scaramucci said on CNBC that the CLARITY Act, a US digital asset regulatory bill, is likely to pass if it reaches a floor vote.

Scaramucci said that if the bill does not make it to the floor, it could effectively die, and industry figures such as Coinbase CEO Brian Armstrong may continue expanding operations outside the United States.

PancakeSwap LP Loses $2.96 Million After Signing Malicious EIP-7702 Approval

According to on-chain security analyst Spreek, a long-inactive PancakeSwap liquidity provider (LP) lost about $2.96 million after signing a malicious EIP-7702 approval.

The attacker removed roughly $1.48 million in BSC-USD liquidity and $1.48 million in BUSD liquidity from the victim, then swapped the BUSD for ether (ETH).

Spreek said the attacker has so far deposited about $1.46 million into Tornado Cash, while about $1.48 million worth of USDT remains in the attacker’s address.

MoonPay Adds Discover Network Payments Across More Than 500 US Partners

MoonPay has added support for Discover Network payments, allowing Discover cardholders in the United States to buy and sell cryptocurrencies on the MoonPay platform, according to Odaily.

Discover Network is the third major card brand supported by MoonPay in the US, following Visa and Mastercard. MoonPay said the payment support has been rolled out across more than 500 enterprise partners, including wallets, exchanges, and applications.

MoonPay also supports Apple Pay, Google Pay, PayPal, Venmo, bank transfers, and local payment methods. Founded in 2019, MoonPay serves more than 30 million customers in 180 countries.

Coinbase Enables Businesses to Accept Payments From AI Agents

Coinbase is enabling business clients to accept payments from AI agents.

According to Odaily, Coinbase has streamlined native AI agent payment acceptance through Coinbase Business, allowing enterprise customers to receive payments from AI agents.

Coinbase also introduced a new trading interface for exchange users through Coinbase for Agents and launched x402 SDK package infrastructure on the Coinbase Developer Platform for developers.

Robinhood Chain Records $3.1 Billion in DEX Volume Over Seven Days

According to Wu Blockchain, Robinhood Chain, the Ethereum layer-2 network launched by Robinhood in July 2026, recorded about $3.1 billion in decentralized exchange (DEX) trading volume over seven days.

A Bernstein report estimated that Robinhood Chain currently holds about $300 million in stablecoins and about $13 million in tokenized stocks. It said much of the early activity came from memecoin trading, while use cases involving tokenized real-world assets (RWA), such as stock tokens, remain at an early stage.

Robinhood Chain is built on Arbitrum technology and supports an ETH gas model and EVM compatibility. The network targets stock tokens, ETFs, DeFi, perpetual futures, and AI agent applications.

The report noted that stock tokens provide economic exposure to stock prices but do not represent direct ownership or shareholder rights. It also highlighted regulation, liquidity, infrastructure centralization, bridge risk, smart contract risk, and self-custody risk as key variables.

Two Presumably Linked Wallets Unstake 2.92 Million HYPE

According to Odaily, Onchain Lens said two wallets believed to belong to the same entity unstaked 2.92 million Hyperliquid (HYPE) tokens after eight months of staking.

The unstaked amount was worth about $170 million. The HYPE balance in the two wallets’ staking contracts is now zero.
